This is a scam. Buy a watch in poor condition, find something that isn't specifically described, file a claim with the credit card company and PayPal, that opens a labyrinth of legal horse pucky, seller gets frustrated and figures after awhile that getting the watch back will cost more than the value of the watch, gives up and buyer winds up with a free watch that can be restored and sold for a huge profit.

I've seen similar scams involving cars.
