How do you define this change in the dial?

Hi guys

What exactly causes this and why do the white dots appear on the dial?

I think, it is called as "galaxy dial".

Is it white dots or just light reacting to texture on the dial? A photo in natural light showing the entire dial would be helpful.

Depending on how the light hits my 5512, I see a similar effect on the dial surface.

Was the dial repaired? Could be the clear spray they put over it?

Just the texture of the paint used on some dials and light hitting it at a certain angle.
Very common.

It’s light reflecting on the surface under a loupe.

I agree with Nick's question - it appears that a spray was used across the entire dial because I see those dots on top of the lume plots too.

Either some degradation of the lacquer layer, or just an optical effect from the lighting. It's hard to tell the difference from a photo.

I agree. I've seen many vintage matte dials that have that look under magnification.
