Buying a used Rolex card and papers importance

I’m buying a watch from a reputable watch dealer online. However the watch I have my eye set on does not come with with a card. Talked to the dealer and said that might be able to get the card down the line from the watch because he buys his watches directly from a Rolex AD and they withhold them. But many times they will release them to him 1-2 years later. I’m assuming when the 5 year warranty and you can no longer send the watch for repairs under warranty. Is this a common practice? And

What importance does having the card has when it comes to resale value.
