Dirty Lume on 16710

Hi Everyone,

I recently purchased a 2003 16710 from a private seller. I noticed there was some grease or brownish line on the lume in the 5 o'clock index. The seller said it might be oxidation but from what I know is the luminova is pretty stable.

So I just wondering is this normal? Any thought on how this happened, maybe bad Rolex QC or bad overhual job?
