It's not an actual bait and switch, but that's immaterial.
The fact that they wouldn't discuss their price structure over the phone would have been enough for me. Offering a base price along with a caveat about unknown issues should have been no problem. I can see that the OP is not complaining about the work done by the San Francisco facility, but really their customer service. The situation that psv reports sounds like a gillion complaints on an Invicta forum. They may do wonderful work, I don't know, but my position would be that if they won't treat me the customer with respect, how will they treat my watch? Better? I wouldn't bet on it, personally.
