Help w/ Bell & Ross Golden Heritage

Looking for some help. I buy liquidation jewelry from Macy’s, and occasionally a higher end watch is in a lot. I have a Bell & Ross Golden Heritage. The issue is, the main second hand does not tick, stuck at 12:00. The secondary second hand works fine, keeps good time. The jewelry included is supposed to be store stock, so pulled right out of the store, so I don’t think it was a return or anything like that. I’ve tried winding, but beyond that, not sure what else might help, or if it’s something that needs to be fixed? Thanks in advance!

Should be under warranty? I'd send it in.

I doubt they would cover it as I purchased it through Macys liquidation, so I don't necessarily have a single item purchase receipt. Has a warranty card, but it wasn't stamped by Macys.
