Would this appear to be a scammer? How does one join in 2013 and not make their first post until 2022.

Depends on the posts. If its a sudden run of "congrats" and "welcome", etc, it's 99% surely a hacked account. If it's "longtime lurker finally got my first Rolex after nine years waiting" then it's probably ok.
