Can spots on dials be removed

There is a spot on this 1823& dial above the diamond.

Can it be repaired ?

Maybe. If it’s a stain of some sort, it can be cleaned by an expert. But if it’s from oxidation, then no. Someone who specializes in working on dials would have to look at it, to be sure.
