Best bang for the buck has to be a used DJ. Nothing else is available for $2k-$3k, and it's the most sold Rolex worldwide.

Prior to the SS Sky Dweller, I would have said the 116500LN at MSRP, with the SS variations of Sub, Sub Date, GMT Master, Explorer 1 & 2, OP, and new SS DJ41 (no WG bezel) all being in the conversation.
Outside of currently, produced models the 116520 is really undervalued considering the 116500 essentially just adds a bezel in input expenses. While under-appreciated, the YM2 and its calibre 4161 movement is one of the most technically advanced movements out there and is a solid value. That being said, the SS Sky Dweller's movement IMO is just as advanced, and at its MSRP, a relative steal in STEEL (though technically White Rolesor). |

I don't necessarily agree with all the DJ answers. The question isn't what's the cheapest rolex, but what's the best bang for buck, and it depends on what you want. I would say exp II if you value functionality, milgauss for aesthetics, and 116500LN for investment (at least short term) potential.
