It's a bushed gear housing and on some bridge parts it is offset a tad. Here's a photo with a reversed underside bridge superimposed beside yours. Can't be sure of exact version of your movement due to resolution. Hope that helps.

How is it not centered? It is where it needs to be, so the movement fits together and works.
