The bezel really has no relationship to the dial, so needing it to "dock" directly opposite the 12 is only an aesthetic question.
In almost all instances, the bezel insert, whether metal or ceramic, needs to be removed, rotated slightly, then reinstalled.
Rolex will do this under warranty if it exceeds their in-house manufacturing tolerance.
