Makes it about an 85ish example? If so the original dail/hands set would have been tritium. By now trit. dials have given up the ghost. Re-luming, as mentioned, is a possibility, but tritium won't be used. Rather luminova will be the material. Luminova needs light to activate (unlike the old tritium dials).
Re-luming generally has an impact on value (down) and is not something most collectors like. Another approach would be a service replacement dial. Again value is affected, but perhaps not to the extent re-luming would do.
The fogging sounds like a problem with the seals or crown/stem. Might want to have that checked.
