Rubbers come standard with tubes as you can't remove them easily at all.
All other straps do not come standard with tubes. You can buy them directly from Panerai or get aftermarket ones on ebay, panatime, etc.
You can also easily remove the tubes from your non rubber strap and put in your new leather strap.
