It's a cost prohibitive for them train and pay technicians to repair bracelets that will end up costing more than a replacement. It's completely reasonable to me that they would not want any part of this task when they can pull a new one off the shelf.
They don't need a loss leading service, leave it up to the small entrepreneurs to start a cottage industry like MY has. JMHO
