First of all - it's a deployant buckle - specifically on the Panerai, a double-deployant.
(Deployment = the movement of troops or equipment to a place or position for military action (or) the action of bringing resources into effective action)

Next - the double deployant buckles are, for me, much more comfortable than single-deployants. I have tried reversing directions on various single-deployants [Chronoswiss, IWC, AP) and they just do not fit my wrist shape comfortably.
The Panerai and Radiomir deployants are super comfortable, but, as mentioned above, require straps where the tail side is thinner where the holes are located.
