A lot of what Bosbevok said rings true but as always there are exceptions. Stylistically mass produced CA chards from the big producers for affordability aren't going to be worth seeking out but the older masters of wine making in CA are.
If you can find Monte Bello chard, Mayacamus chard, Kistler chard even Grigich Hills just to name a few are all capable of aging 30 years or more depending on the vintage. I don't know what was up in 1988 but if it was a strong year then I wouldn't give up hope on a good CA bottle, but Burgundy is your best bet IMHO
