There needs to be a gap between the dial and the crystal for the hand stack and a little extra space for good luck.
Hence the chapter ring has to exist to facilitate this. If your question is "why inscribe the chapter ring?". I don't know.

I guess the engraving on the chapter ring was introduced (in 2004) as another step against forgery.
Apparantly, the CRB branded chapter rings are also an integrated part of the case and cannot be exchanged for a non-CRB version for the same reason.
