36 x 1 = 36

36 + 1 = 37

3 + 7 = 1 + 0

Ages; twins are 6, youngest is 1.
only 9, 2, 2 & 6, 6, 1 equal 13!

Last child is the one being blond!

The blond is 1 and a set of 6 year old twins . . . Why? I really dont want to say because it is long

But here goes:

Total possible ages with sums:

1 1 36=38
1 2 18=22
1 3 12=16
1 4 9=14
1 6 6=13
2 2 9=13
2 3 6=11
3 3 4=10

Now we have 3 clues:
-1 they product is 36 that is how we get this column
-2 There sum is the number across the street. Now remember the person would know this and instantly know what the answer is, except that two equal the same number so it must be 1 6 6 or 2 2 9 as both equal 13 otherwise clue number three would not be necessary. But since it is:
-3 The youngest is blond imply that she is not a twin so it must be 1 6 6

Now what do I win?

Snow_rock was the fastest and explodingtaco gave the solution much better than I could have done in broken English.
