Why 216570 and not 116570?
Why is the new Explorer II not called 116570?

Well new case yes but hardly a new movement its just mainly 3185 based, with a bit of 3186 then add the inhouse shock system and now call it a 3187.

The recent Old Explorer II also received a new movement (3186) and the reference number did not change.

Because it prepares the ground for 216610, the new Sub 42mm with the new Explorer case? (And the same for the GMT...)

The DJ II is still a 1, although they increased the case size.

I know, that's why I say it just appears as Rolex decided to go a different route. Who knows what the reason is, except they decided to do this one differently.

The DJ II is the same movement as the DJ? i don't know much about movements, but I would have thought that if the case is of a different size, it has to be another movement?
