The attached video shows my SM300 for a full minute. It starts at 9 o'clock, and ticks along normally when it's going "uphill" but then just past 12 o'clock, the second had seems to move at a double beat or a double move when it's going downhill. Anyone know what causes this?

gravity and most probably a bit of wear on the sweep second pinion and offset third wheel. Also the spring break for the s/s pinion could have lost some of it's pressure over the years. As the gears get older the gear meshing gets a bit bigger so the teeth sort of bounce off each other rather than smoothly transmit from one tooth to the next hence the studder effect. Send it back down if you found a new balance for it Rik
