Intervening in a situation like that is fraught with risk for our 'hero'.
If you injure him (or he says you injured him)(I have epilepsy now!) you could find yourself in Court being sued, or in Jail charged with assault (seen it happen). Who knows what the hysterical person behind the counter is going to say. If nobody's life is at risk, better to roll with it.

Though it didn't appear to be in the USA. Not sure where it was, guessing some Eastern European country. Probably not quite so problematic for the guy coming to the rescue there. Probably not much of a trial for the perp either.
