When did Rolex stop giving anchors with purchase?

Some of the first Sub LVs came with them. I bought two subs in early 2008 and neither came with one. So, to answer your question (kind of), it happened somewhere between 2003 and 2008. Probably not the answer you're looking for, but it's all I have.

Around about the time prices stopped being held down by gravity. Sort of seemed pointless to include after that

its purpose.....?
in addition to this, were they intended as a novelty item or was there a functionality for it? ive seen them worn as a bracelet and on a watch chain as a fob, so what was it purpose if at all.

I think the F serial subs have them with the old box style. D serial subs have newer box with no anchors.
My F serial sublv in 2005 has the anchor |
