I would still contact the RSC in Abu Dhabi, it is under different ownership, and ask them. I would also ask the AD you bought it from for assistance with reducing the cost.

Don't hold your breath.
I'd have the RSC repair it. They can send you a photo of the dial and you can determine if it really needs to be replaced or not. A bunch of hairline scratches on the dial would annoy me enough to replace it.
I'm extra careful putting on/taking off my watches when I'm not on a rug for this reason. A light drop into my stone floors will be anything but a light drop.
You'll definitely need a movement service BTW. That's one of the advantages of plexi crystals, they don't shatter into the movement the way sapphire does.
