Oyster Perpetual Date barely working

Hi,

I inherited a Rolex Oyster Perpetual Date from my dad 3 years ago. It was never service since my aunt gave it to my dad more than a decade ago. Along with my dad's deteriorating health his Rolex has also started to be inaccurate. My mom said they're about to send it to a local service center in the Philippines but never had time since she tends to my dad's need.

My mom gave the watch to me after my dad's burial and said that my dad was complaining about his Rolex for being inaccurate and sometimes it stopped working. Initially it worked fine with me for the first few weeks. Then it barely work with only the second hand that's functioning. When I tried shaking it the minute hand moved, not because its working but it moved along the shaking.

Two years ago when my wife and I were still in West Virginia. I inquired about the servicing and quoted that it may cost me $500-800 which was too steep for us. I just told myself once everything's stable, I will send it to RSC. I'm now living in Hollister, CA just an hr away from San Jose.

Is there a RSC close to my place where I can send off my watch? Physically the watch is in good condition and the major problem is it's not working. How much would be the cost to bring back my rolex to life? I was backreading most of the post and it was suggested to wind the watch. I don't know if I tried it correctly but I did unscrew first the crown and on its first stop I tried winding it clockwise but it seems stuck and only way to wind it is counter-clockwise.
