Bottas had one of his allotted 3 engines installed at Spa. Then he took a 4th engine at Monza and subsequent penalties as Mercedes said they would need it at some point in the remainder of the season. Verstappon's engine change was also tactical, (Nothing wrong with that) they took it while he was on his penalty start. So you are saying that RBR can use the rules to their advantage but Mercedes can't?
