Final Say - Manager vs SA

I’m cool with both , however on better terms considerably with the SA
Who gets to chose the final say on which clients get the watches
This is a large purchasing group and get enough watches but at the same time the footfall is quite large in the store

Just wondering whether it’s the Manager of the store who picks the clients regardless of recommendations by the SA
