Breitling Bezel

Hi guys, so I newly acquired a love of watches. I liked watches when I was younger but just didn’t care for them until now. I am pretty novice when it comes to timepieces but I’m getting there. Anyways excuse my inexperience if I say something incorrectly.

So anyways, I recently purchased a used Breitling Navi A23322. And I had no ideas that you could spin the bezel. I showed it to my friend and he had trouble turning it. My question is, is there a way to maybe loosen it up a bit? I was told it shouldn’t be so hard as to where you had to take the watch off your wrist and use two hands to turn it. Does anyone have any suggestions?
