I just called FedEx

If you can prove that the person who received and signed for the 2 watches is not who he is, and that the watches were insured, FedEx will reimburse up to the value insured.

So the question is, did you check to see if the info (name and address) on his bank account matches his shipping info?

also, I called the Columbia PD and his address is within their jurisdiction.
