Filling an MB 149

I noticed that the filling action on this 149 seems very hard to operate, almost like the plunger is sticking in the barrel. I don't have an MB agent in SA.
Any advice as to how I get this back to a smooth action? It is circa 1990's. I have rinsed it out with warm water and filled it with ink and it writes ok but the 'sticking' hasn't changed.

Might need to go to Melbourne for a service?

A pix taken outside would have been better but it's 42c today.
