As stated USPS Express < $5K or USPS Registered for >$5K and <$25K. It is actually cheaper to ship Express over First Class with insurance as the cost for insurance is 3X for first class. At approximately $3,200 of insurance the cost is more for first class then Express. The reason is it is 3X more likely to get lost. Additionally, it takes 21 days before you can file a claim, vice 7 for Express.

I would send the seller a nice note stating you have paid for the item, recommend USPS Express or Registered insured for full amount, and that if the item has not been shipped within a reasonable time of 24 to 48 hours that you will need to start proceeding with PayPal.

PayPal is not releasing funds to sellers who do not have sufficient feedback history until the item has been received. This is part of their fraud prevention program.
