Scratches on display watches?

I stopped by an Omega dealer to check out the Speedmaster Pro. I had a loupe with me from seeing a used Rolex, and checked out the Speedy. I was surprised to find six scratches--three on the bracelet, and three on the case. Is it safe to assume that this is not normal, and the watch has been handled roughly, or perhaps returned from a previous sale?

I'm sure the scratches can be polished out on the brushed finish, but should I have to polish a new watch?
