Question about buying in Canada

As an American, I have purchased watches in the EU many times and often post advice to others doing so... Now I need some help on my first trip to Canada since I was a teenager.

The listed price, let's say CAD$10,200 for a BLNR for example, does not include GST or QST (we're visiting Quebec), correct? Taxes are in addition to the purchase price? And as of 2007, it looks like there is no longer any mechanism for non-citizens to get the tax refunded on departure?
