Seiko Presage is a very good option.

My thoughts:

1. Citizen Oceanus (OCW-S100-AJF) - a solid Japanese eBay seller can get you in one for pushing $100 less than Seiya.

2. I bet you could find a minty, used Jean Richard Terrascope for around $500.

3. As mentioned above, I love my Hamilton manual wind Khaki Field (no date, 28,800 ETA movement model); MSRP is $475, but you can def do better than that.
