unlikely that, if they were here, they would only be observing. and if they were observing, unlikely we would be able to detect them.

no conspiracy here. just an openness to the fact that the universe is vast and 99.99999999999% is completely unknown to us.

It's an allegation by one person under oath in front of a Congressional subcommittee. It is not proof of anything. (The other two testifying were pilots, who did not make that claim--just that they had encounters while flying).
