I've had that happen and sometimes I just didn't put equal pressure on both fingers that were doing the turning and it "felt" stuck.

Use your bezel frequently.

It's a great feature on a watch whether you dive or not.

On any watch with a rotating bezel at any price point, often dirt and crud can build up under it so that it no longer rotates smoothly or at all.

Yet another good reason to give it a spin every so often.

The most common reason I rotated the bezel on past watches: to line the "12" on the bezel up with the minute hand before leaving my car parked at a meter.

Well how much of a pressure are you turning it before it feels stuck for a second? When it feels stuck for that second, does it really take some extra force to break free from the stoppage?
