Why not just got to the service center in Beverly Hills? IMHO worth the extra cash (if it's even more) for them to do it. Plus you get a warranty and the watch refinished. It will be practically new. I'm sure others can help if your friend is set on an independent watchmaker but for a complete overhaul I'd stick with Rolex.
