The markers are onyx, it doesnt glow.
Instead there are small triangular lume
beneath the markers that glow in the dark.
Its spectacular and quite unique for Rolex
to design something like it.

They're known as 'Onyx'. Just looks like enamel to me. Neatly done though, whatever they are.
