I would try on these 3, and then flip a coin over which to get.

The shiny part won't rub off, no worries. And it makes the watch a bit more dressy. As you have no parameters I would decide on usability. If that's not a criterium, I think the Daytona is a nice piece in that price range. But I could personally see a vintage sub and gmt for that budget. Might be a bit of a hunt but that's half the fun.

Also can other people notice the scratches on a watch from a foot or two away or is it just the owner who will see them?

I also like the Sub but it has no PCLs maybe a BLNR it is similar and has the PCLs am I right in thinking it is exactly as good as a Sub for durableness if I don't intend to take it more than 100 meters.

Another model to consider is the YM1, it is shinier and more noticeable than even the BLNR but looks older and worried it may be refreshed in an update in the next few years. The Yacht Master 2 is also quite noticeable in my opinion what are your thoughts on this it may be out of my price range though even in steel.
I feel you. This is how I wear it and it makes it very shiny and noticeable.
The downside is that you have to keep it really clean all the time, always have lots of moisturized tissues on you at all times.
Damn, battery is dead. Again. This is so frustrating.

I would say either BLNR or bluesy tt sub, that sub might be just what you're looking for at that price point

If you're wanting "flash", I'm going to have to say the DJ2 with fluted bezel. The way the bezel will catch and reflect the light definitely makes it more eye catching than others, and I've owned most all the Rolex SS models. This one gets the most attention of any I've had.
