The crazy thing about this mod is that it was done by the Dallas RSC...

First know "Rolex self inflicted" mod.

Actually looks very nice. How difficult is to "reverse" this process? The only thing stopping me from buying a BLNR is the PCL's, and if it's easy to change to brushed and back, it would be stellar.

Very easy to reverse. I had ABC Watchwerks do the work for me and I imagine it would be easier to brush than polish. Keep in mind this can only be done so many times before you lose too much of the metal.
