I have had 3 BLNR's and all the mags varied. My 2nd one which was a 2014 one was perfect but the 1st (2013) and 3rd (2014) both had low magnifications. I would say yours is lower but still acceptable. It can really bug you though.

That doesn't look too bad.
Regarding being ok with a low mag piece, I wouldn't. I was never the biggest cyclops fan in the first place, so having a piece with a cyclops which didn't even serve its intended purpose would drive me nuts. |
