Underwound = slow?

Does an underwound Rolex generally mean the watch will run slow?

Not unless it's on the ragged edge. The physical properties of the balance spring, not the tension remaining in the mainspring, controls the oscillation frequency of the watch.

I think I remember reading that an underwound Rolex actually runs faster. Don't ask me how

The amplitude of the balance falls when the mainspring tension is low.

That generally means it will run somewhat faster.
