it's not a fake and it's not a prototype. This is a standard 116520 with a work dial used by Rolex when movements 4130 are sent to COSC for certification.

The 2 dots on each side of the seconds sub dial at 6h are used for automatic centering.

This is explained on the COSC site ( www.cosc.ch ). Here's an extract.

These dials pop up all the time. It's someone thinking they stumbled upon tens of thousands of dollars in a prototype watch.

Most probably . They'll probably ask you how you got it as this kind of dial is Rolex porperty and should not go outside Rolex or Cosc.

Someone has to be crazy to pay so much money for this Daytona.

Best way to eliminate the ridiculous valuation would be if Rolex made these dials available for any and all models.
New dial name: COSC Generic Work.
I do like it. In fact one reason I went for a MOP Daytona (in addition to the cool rainbow shimmer in sunlight) was the cleaner subdials.

I have mails from the original owner, a former Rolex engineer who worked on the begininning of the 4130 caliber with that clean proto dial!

People are paying top dollar for a patrizzi dial or even a 116520 Panna dial, just colored original dials!

Can you tell me why people should be crazy to buy a prototype/test dial?
