Could anyone help identify this watch and perhaps opine on the value? I would judge the condition as good to very good. Thank you!

Is there a model number and serial number on the case when you remove the strap?

In any case, refinished dial should devalue it a lot, at least to a collector...

i can see no serial number or model number on the case. as i don't know the history, how can i tell the dial has been refinished?

any guess on vintage?

i am in possession of watch. what picture orientations would be helpful to supply?

Genuine Roman-Arabic ("California") dials are quite rare. The numerals were stamped into the surface of the metal of the dial, and filled with extra luminous material. Yours look raised. Also, the fonts are not correct, and there appears to be absolutely no patina, which would be distinctly unusual for a 75-year-old radium dial. Finally, I seriously doubt that a Geiger counter would pick up any radioactivity. The hands also look recently relumed (at least they could have matched the lume).

An original such dial would look more like this one:
