Customs

When entering the country can customs tell where a watch was first sold based on the serial number?
If I come back from a trip with a new rolex on my wrist and ship the box home can they run the serial number and say we know you purchased this watch out of the country and you owe DUTY

No & No, I doubt Rolex gives customs that kind of information
And I've never heard customs taking a bracelet off to check a serial number, but now they have the number on the inside bezel ring.

Nevertheless, I expect there is 0.000001% chance you could be unlucky.

Simple. Customs can detain the watch and ask you to provide proof that the particular watch in question has got duty paid. Just read Steven79's thread on his watch getting detained by US customs when his dad sent it in via mail. Different circumstances but same principle.

maybe you would best if you "suitcased" it into the country,and I am not talking about putting it in your suitcase!!lol.

Where does one pay customs if one wanted to? Do you write a check right there in line at the airport?

If you wear the watch in then it's used and your chance of being checked is minimal.
Customs are more interested in nailing those criminals smuggling illegal things in. Just don't bring over $10,000 cash without declaring it.
If you ship the box separately then it is hard for customs to say it is a new watch.
