‘Precision’ was an old hallmark used for a small number of pieces such as this cocktail watch.
A quick search seems to put it around the 1930 - 1960 mark but other than that, I have little information!

It is very likely that this is custom and any true value would be in the diamonds or precious metals, not in the Rolex movement or parts.
