The most important word in that sentence is 'can'. This will not always be the case but it does happen. There are numerous contributing factors: age of seals, condition of seals, water pressure, water temperature, contaminants present in water to name a few.
It is a little disingenuous to quote only part of my answer when the second section supports the point you are making about faulty seals.

I offered professional advice that supports the majority of what has already been said previously in the thread with the addition of a point that seemed to have been missed. There are multiple TechXperts on this forum for a reason
