After 16 days and minimum 16 posts, just like it says in the Permissions and Rules at the top of the page:
Sale Forum Permissions and Rules -------------------------------------------------------------------------------- Please note the following rules relating to posting items for sale on TRF. 1. A member must have a minimum of 16 posts and have been a member of TRF for at least 16 days before being allowed to post on the Sale Board. (NOTE: Once you have reached the minimum posting requirements, you must wait 24 hours for the requirements to register.)
