Cheap watches being listed in Hamburg, Germany

I've noticed a few listings coming out of Hamburg, Germany from different eBay accounts, using what looks to be legit photos of watches, listed at really aggressive pricing. ($7000 for a 116610 Sub, $8500 for a BLNR, etc..)

The pictures often have photographs of the watch, with a hand written paper with the date and the seller's account name.

Has anyone noticed the same? I've reported the listings multiple times, but am wondering why eBay doesn't do an IP ban on this person as I'm pretty sure these are fraudulent listings.
