Womens 18k president baguette circa

Stumbled on this beauty today. Don’t know anything about history or value, but LOVED the look. I confess I know zero about watches so excuse me for asking silly questions. Minimal scratches. Hands moved. I didn’t know to look for a serial number. Would love to know expert thoughts on this for circa and value. I can’t find anything online that resembles this unique beauty.

Is the watch automatic, quartz, or manual wind, and does the second hand sweep smoothly or tick once per second?
