How old does a pen or mechanical pencil have be to be considered vintage???

This really depends.

A "vintage" pen by a very broad definition is any pen that is no longer in production.

A vintage fountain pen is often seen as a pen which still uses one of the traditional filling systems (lever, button, crescent, squeeze, etc), before the introduction of plastic ink cartridges in the 1970s.
